BAGEL QDP

Uses the Bagel package of Peter Boyle to produce optimized linear algebra (BLAS-like) routines for use in other packages like QDP/C++.

The motivation for this development comes from the U.S. Dept. of Energy SciDAC program. See the USQCD home pages for more details.
